a structure, including a road, bridge, landing,gravel pit or other similar structure, that provides access for timber harvesting, and isshown expressly or by necessary implication on a forest development plan, accessmanagement plan, logging plan, road permit or silviculture prescription as remainingoperational after timber harvesting activities on the area are complete.
