Professional officers have stressed that, despite the
emphasis
placed on Romania's irregular or paramilitary units, only
the
traditional armed services are trained and equipped to
fulfill the
full range of military missions. In 1989 the ground forces
remained
the largest, most important, and most influential armed
service.
However, the air and naval forces had steadily developed
and
increased in importance to Romania's military strategy
during the
preceding two decades.
