The Supreme Administrative Court was established in
1980 to
review and standardize administrative regulations enforced
by
government agencies and to hear citizens' complaints
concerning
the legality of administrative decisions. In 1991 the
court heard
some 15,600 cases, mostly dealing with taxes, social
welfare
issues, and local government decisions. As of late 1990,
the
court employed 105 judges and 163 staff members.
