Saving What Remains Lower Taxes and Save the Environment? It may be possible to lower income taxes while saving the environment. Worldwatch Institute reports that Americans can cut their tax burdens by 15% by levying taxes on businesses that consume precious natural resources and pollute. Such environmental taxation in Holland has reduced heavy metal leakage of cadmium, copper, lead, mercury, and zinc by 97% since 1976. The Institute reports that less than 5% of taxes come from activities that directly hurt the environment, while the vast majority of taxes are levied on earning and other activities.
